Texas home insurance climbed 46% in two years. Houston is the bullseye.
From May 2022 to May 2023, average Texas home insurance rates rose 27%, on top of a 16% increase the year before. That is roughly 46% in just two years, according to a statewide pricing analysis by Policygenius. Texas now ranks among the five most expensive states in the country for homeowners insurance.
Houston is the bullseye. A 2025 State of Housing report from Rice University's Kinder Institute puts the average annual insurance cost in the Houston region at about $6,600, among the highest regional averages in the country. Carriers are not arbitrary about it: Winter Storm Uri, repeated hurricanes, derechos, hail, and rising rebuild costs have produced billions in claims, and the Texas Department of Insurance tracks an almost uninterrupted stream of rate filings from major carriers. The direction is one-way: up.
